How the Affordable Care Act Works with Medicare and Medicaid

There have been many opinions from many different people about the Affordable Care Act (ACA), popularly known as Obamacare. If you are covered by Medicare or Medicaid, some changes begin January 1, 2014. There are positive benefit changes for beneficiaries coming with the Affordable Care Act.

  • Many preventive services will now cost less. Medicare will now cover preventive services such as mammograms and colonoscopies and one annual wellness visit at no charge.
  • Discounted brand-name drugs. If you are enrolled in Medicare’s Part D prescription coverage, you will receive a 50 percent discount when you buy covered brand-name medications. The so-called “doughnut hole” will close completely by the year 2020.
  • Physicians will receive more support. Your doctor will have more resources under the care coordination provisions of the ACA.
  • The Medicare Trust Fund is strengthened. The ACA has extended the Medicare Trust Fund at a 100 percent level until 2029, a 12-year extension, by reducing waste, fraud and abuse.

If you are now covered by Medicaid, the ACA has provisions that expand Medicaid coverage to millions of new families and makes many improvements in coverage. Many of these improvements make coordination of care to ensure all patients are treated with the same standards throughout the U.S.

  • Establishes a minimum eligibility income level across the country.
  • The federal government will fund the expansion. Beginning in 2014, the funds needed to finance the expansion to newly eligible adults will be fully paid for by the federal government for three years. The funding will gradually decrease to 90 percent by 2020.
  • Funding for the Children’s Health Insurance Program (CHIP) is extended. The CHIP program funding will be extended through 2019.
